Public Authority

The significant role the Public Authority fulfills within the IHSS Program is to offer services that assist consumers with greater access to providers. Public Authority is the provider's employer of record for purposes of collective bargaining for wages and benefits. The Public Authority is mandated by the State of California and was created specifically as a program improvement for consumers and providers.

Public Authority maintains a provider registry. A provider registry is a computerized database listing qualified and screened IHSS providers.

Public Authority is responsible for:

  1. Investigating the qualifications and background of potential providers.
  2. Establishing a referral system to connect providers with consumers.
  3. Providing training for consumers and providers.

Becoming an IHSS Care Provider

If you have an IHSS client that has been approved for services that would like to hire you please go to the Enrollment Tab on this page then follow the 5 steps.

Becoming a Client of IHSS

If the person who you will be the caregiver for is not approved to receive IHSS services, please have them call IHSS intake at 530-552-6162 and apply. Leave name and telephone number if there is no answer.

Becoming a Registry Care Provider for IHSS

If you would like your name and phone number referred to approved IHSS clients looking to hire certified IHSS care givers, an application can be obtained by calling 530-552-6163 or emailing: DESSPublicAuthority@buttecounty.ca.gov
